We have a series of tools and projects targeted at the study of coastal policy and coastal zone management (CZM). I am Prof. of Political Science at Iowa State University. I am also an Associate of the Nova Southeastern University Oceanographic Center in Dania Beach, Florida. U.S. Coastal Policy Course

Special Notice - Recednt hurricanes especially in the 2008 season and hurricanes Ike and Gustav, as well as the big ones Katrina and Rita, require us to reflect on the many aspects of these storms on coastal policy and coastal zone management. If it fits your personal professional interests please consider doing a paper for this class that uses information from these two hurricanes applied to your topic. These can be on wetlands, human engineering, coastal building and construction, emergency management and CZM, environmental impact of hurricanes in densely settled coastal areas, or other relevant topics.

Assessment/Grading:

Course Objectives –
Students will have the opportunity to develop their overall and general knowledge of coastal policy issues, problems, the politics of coastal policy, and some of the proposed solutions to coastal issues.

Outcomes - (Also see column 3 in course calendar below)


First, students who complete this course will have an over view of the major elements of coastal behavior (i.e. how do coast lines "live" and what is the dynamic of the coast), understand the impact of scientific research on coastal policy, be knowledgeable about selected US case studies of coastal environments and the challenges they pose, and have a basic grasp of US Ocean/Coastal policy, laws, and major initiatives.
Second, students will be guided to examining in a short research project, a detailed topic on coastal policy of special professional or academic interest to them. This will normally be a review of the literature on this topic and recommendations for future research. They will become familiar with lit review and light graduate student writing techniques and expectations.
Third, this class encourages students to gain experience in discussing in a serious and respectful way, selected topics related to coastal policy and will learn how to effectively share their personal and professional experiences and opinions on these subjects.
Fourth, students completing this class will be more professional and informed in their workplace and academic environment and will be better citizens more able to contribute to the public agenda and debate on problems of US coastal areas.

The Great Beach

(Note: The questions below are for your own reflection and to stimulate your thinking for the "discussions" you will post and the tests over each book). They are a reflection of some of the things I think are interesting).

This chapter (#1) lays out the lessons from Galveston, Texas which was destroyed by the 1900 hurricane. This was the deadliest natural disaster in US history in terms of loss of human life. Why was the city so vulnerable? What was done to rebuild and protect the city afterwards? What are the lessons?

Ch 2 is a case study of the Atlantic Beaches in Mass. and the West Coast beaches. How are these different in their geological origins? How are beaches created and maintained by nature? How does human interaction affect the coastal zone in these areas?

International Conference on Coasts - Selectively read this. Great source of topics for research paper

Chapter 3 discusses the "armouring" of the shoreline with man-made engineering. What is it and what are some of the problems? What are some of the ways that people try to fix the problems of beach erosion? Is erosion of the shore really a problem or is it only so when people build on the coast?

 What are inlets? Chapter 4 discusses creating inlets and the difficulties of maintaining these. Why is this of interest to us as students of coastal zones? What are some of the innovative ways people have tried to deal with the problems caused by inlets?

Ch 7. Hurricane Andrew, worst case scenarios, people, and coastal planning issues are discussed here. What is the role of weather on coastal construction? What is a Class (Category) 1 storm? How about a Class 5? What are some of the long range criteria that should be used in reviewing construction on the coast?

Chapter 8 reviews the challenges of studying (researching) shorelines and erosion. How good has coastal science been? What is Duck Pier and why is it of interest in the study of beaches? What are the major principles of coastal behavior in which we should be interested as political scientists and policy analysts?

Explain the title of this chapter (#9). Building in dangerous and vulnerable areas is discussed here. This chapter also explains the conflict between policymakers and scientists. What is the Coastal Zone Management Act? What role does the national flood insurance program play in coastal management? Why is "confiscation" and issue?
