Supervisory & Confidential Council

S/C Employee Classifications

There are approximately 200 non-organized merit employees at ISU, 75% are supervisory and 25% are confidential. These positions are exempt from coverage by the AFSCME (American Federation of State, County, and Municipal Employees) Collective Bargaining Agreement. They cannot be a member of the union and cannot pay dues to the union. These positions are covered by the provisions of the State Board of Regents Merit System Rules.

Supervisory
Supervisory merit classifications fall within the non-organized merit pay matrix and are not covered by the AFSCME Collective Bargaining Agreement. An employee in a non-organized classification cannot be a member of the union and cannot pay dues to the union. Health insurance benefits offered to non-organized employees have the choice between two plans, Alliance Select (PPO) and Blue Advantage (HMO). Both are administered by Wellmark Blue Cross/Blue Shield. Such positions are covered by the provisions of the State Board of Regents Merit System Rules. Both organized and non-organized board of Regents merit employees may apply and compete for non-organized merit positions as promotion, demotion, or transfer applicants. Merit System Rules on pay on promotion, demotion, and transfer apply. Employees in non-organized merit positions will typically not accrue AFSCME seniority credit. Please contact Kristi Darr with questions related to seniority.

Confidential
A position is identified as a confidential position due to the nature of job responsibilities which give the employee potential access to information subject to use by the employer in negotiating and/or access to information that raises a conflict of interest with other bargaining unit employees. Therefore, the position is exempt from coverage by the AFSCME Collective Bargaining Agreement. A confidential employee cannot be a member of the union and cannot pay dues to the union. A confidential employee is paid on the same pay grade and receives the same health insurance benefits as AFSCME bargaining unit employees in the same classification. A confidential position is covered by the provisions of the State Board of Regents Merit System Rules. Both organized and non-organized board of Regents merit employees may apply and compete for this position as promotion, demotion, or transfer applicants. Merit System Rules on pay on promotion, demotion, and transfer apply. Employees in confidential positions will typically not accrue AFSCME seniority credit. Please contact Kristi Darr with questions related to seniority.
