Mission Statement International Studies Quarterly, the official journal of the International Studies Association, seeks to acquaint a broad audience of readers with the best work being done in the variety of intellectual traditions included under the rubric of international studies. Therefore, the editors welcome all submissions addressing this community's theoretical, empirical, and normative concerns. First preference will continue to be given to articles that address and contribute to important disciplinary and interdisciplinary questions and controversies. As part of an ongoing movement toward concerns over community access to data employed in empirical inquiries, and the related possibilities for replication and accumulation, the editors will require authors whose articles are accepted for publication to ensure that their data are fully accessible. If the data in question are not already publicly archived, authors will be required to certify that the data are readily available to others. Requests for copies of the data must be addressed to the author or authors, and not the offices of ISQ. ISQ is published four times a year for the International Studies
Association by Blackwell Publishers. Individuals may obtain International
Studies Quarterly at a reduced rate through membership in the International
Studies Association.
