This paper presents a generalization of the results in [FM1]. In particular, it is shown that the sequence found in [FM1] maximizes entropy not only over the set of sequences considered in [FM1] but over a much larger set of sequences of transformations and in fact over all the periodic sequences of transformations with a bound on the value of the shear stress. The paper also contains a long description of the general approach to mixing control using ergodic theoretic entropy. The measure theoretic model considered in this approach is explained and related to the physics of fluid mixing.
