Effective Local Government In Slovakia (ELGIS) is a joint project of International Programs in Public Administration and the Agency for Rural Development, directed by Jela Tvrdonova. The purpose of the ELGIS project is to develop and deliver training programs for community leaders and facilitate the development of public/private partnerships among governmental officials and entrepreneurs in rural Slovakia. During the fall of 1995, three Slovak trainers traveled to the U.S. to work with an American team to develop a joint curriculum on building public/private partnerships. In March 1996, an American team Participated in the first phase of seminars on public/private partnership building in Strba, Slovakia. The seminar had four topics: In the second phase of the seminars in April 1996, a group of Slovak community leaders took part in a program of seminars, site visits, and consultations in Iowa. The seminar program concluded with a three-day seminar and a program of followup activities held in Slovakia in June 1996.Among the organizations participating in the ELGIS project were the Slovak Association of Towns and Villages, Academia Isotropolitana, the Slovak Ministry of Agriculture, Iowa State University, the U.S. Information Agency, the League of Iowa Municipalities, Iowa State Association of Counties, and Iowa State University Extension. |
